Raising funds for those victims is another way of being helpful. Most relief agencies require lots of money to operate effectively. These sources of finance come from well-wishers and sponsors. You can mobilize the people in your neighborhood to pledge funds to these agencies as a worthy cause. If possible organize a fund raiser and ensure all the money collected goes to the disaster victims.

Many countries have contingency plans that incorporate the relief agencies or committees. They are tasked with transportation of food, clothes and medical supplies to the affected areas. They can also get tenders to supply the very same materials to the country administration during a time of crisis. Where there is need for it, they are allowed to take immediate action without government approval. This is necessary to avert a humanitarian catastrophe.
